The project „Strengthening the capacity of the penitentiary system in the area of human capital development at the level of prison staff” ended

Tuesday, 21st of June 2016, took place, in Bucharest, the final conference of the project „Strengthening the capacity of the penitentiary system in the area of human capital development at the level of prison staff", having as Project Promotor the National Administration of Penitentiaries and Program Operator the Ministry of Justice. At the event participated the deputy general director of NAP, Mr. Dan HALCHIN, the director of the International Unit, Directorate of Norwegian Correctional Service, Mr. Kim EKHAUGEN, the senior advisor of the director from the Correctional Service of Norway Staff Academy (KRUS), Mr. Knut ANDERSEN, the director of Arad Prison, Mr. Petru DOBRA, the director of the Human Resources Management Department – ANP, Mr. Gheorghe IFTINCA.

 

In the presence of the prison systems representatives from Romania, the Republic of Moldavia and Lithuania, the team management presented the objectives, the implemented activities, the results and the impact of the project. Having as aim to facilitate the access of the specialists from the prison administration system to innovative information, relevant for the professional training, the most important results of the project are the following:

  • development of the Human Resources Strategy of the Romanian prison system 2015- 2018;
  • development of the Training Needs Analysis Instrument and of the Application Guide;
  • development of 8 training Curricula for the initial and 3 for the in-service training of the prison staff;
  • elaboration of a prison staff career guide;
  • development and implementation of mentoring and coaching programs;
  • development and adaptation of educational courses (modules) to an e-learning platform;
  • organizing training session for the prison staff, in the following domains: human rights, radicalization in prisons, CPT rules, Public speaking and professional competences evaluator;
  • redevelopment/rehabilitation and endowment of the Centre for Training and Specialization for the National Administration of Penitentiaries Officers – Arad.

 

Having a budget of more than 645.000 euro and being financed by a grant given by Norway in the framework of the Programme PA 23 Correctional services, including non-custodial sanctions, the project started in April 2014 and benefited of an exceptional partnership, by the active participation of the experts from The Correctional Service of Norway Staff Academy– KRUS and The Centre for Training and Specialization for the National Administration of Penitentiaries' Officers – Arad.

Prison administration, new approaches in human resources domain

The project "Strengthening the capacity of the penitentiary system in the area of human capital development at the level of prison staff" initiates new action paths for human resources management.  

         Starting with 2014, the prison administration in Romania have explored and have identified new ways of working in human resources domain, thanks to the project financed by a grant given by Norway in the Program RO 23 "Correctional Services, including Non-custodial Sanctions ".

Being at the middle of the implementation period, the main achievements of the project are:

- development of the prison administration system human resources strategy for the period 2015-2018;

- development of the training needs analysis instrument of the prison administration system staff,

- developing some curricula for the prison staff training;

- starting the redevelopment/rehabilitation works and the endowments delivering for the  Centre for Training and Specialization for the National Administration of Penitentiaries' officers– Arad.

Having an implementation period of 24 months and having a budget of 645.069 euros, hence: the grant value is 548.308,65 euros and the co-finance is 96.760,35 euros, the project developed and is implemented in a dynamic partnership formed by:

           The purpose of the partnership is to increase the access of the specialists from the prison administration to innovative information; this significantly contributing to their professional development.
