Strengthening the capacity of the Bacau prison for minors and youngsters to comply with the relevant international human rights instruments

Project supported by a grant from Norway through the  Norwegian Financial Mechanism 2009-2014, Programme RO23 "Correctional services, including non-custodial sanctions"

 

Objective: Strengthening the capacity of the Bacau prison for minors and youngsters, in particular, and of the penitentiary system, in general, to efficiently assist the educational and psycho-social recovery of the minors and youngsters deprived of liberty.

Budget: Euro 3,127,355

Implementation period: April 2014 – April 2016

Target group: groups of vulnerable prisoners such as minors, youngsters (including Roma ethnics) and staff working with groups of vulnerable prisoners.

 

Results:

Component 1: renovating and equipping a prison wing with detention zones belonging to Bacau Prison for minors and youngsters.

Indicators:

  • Improving the social-educational infrastructure and the material conditions at the level of Bacau Prison for minors and youngsters;
  • 200 detention places will obey the minimum standard 4m2/prisoner.

 

Component 2: developing an educational and psycho-social recovery program, as well as a tool for evaluating the reoffending risk for minors and youngsters.

Indicators:

  • Developing an integrated tool for evaluating the risk of relapse for minors and youngsters deprived of liberty;
  • Developing a special program for the assistance of minors and youngsters deprived of liberty;
  • Involving 160 minors and youngsters in the implementation of the special assistance program and the evaluation tool;
  • Elaborating a manual to encompass the special assistance program for minors and youngsters deprived of liberty and also the integrated tool for the evaluation of the relapse risk of these vulnerable group of prisoners, as well as their distribution in penitenciary units for minors and youngsters;
  • Training 15 persons to implement the evaluation tool for the risk of relapse; 
  • Training 15 persons to apply the special assistance program for minors and youngsters;

 

Component 3: improving the professinal competences and knowledge of the prison staff working with minors and youngsters

Indicators:

  • Developing a training curriculum for the penitenciary staff who works with minors and youngsters deprived of liberty;
  • A study visit to Norway for 40 members of the penitenciary staff who works with minors and youngsters deprived of liberty; 
  • Training 60 members of the penitenciary staff who works with minors and youngsters deprived of liberty.
